The founder of TerraCare Energy and EquiPolicy, Sayan Biswas is a green energy strategist with deep engineering experience and a systems-level understanding of commercialization and regulatory ecosystems. Having worked for years in deep tech research in energy and climate, he saw how often projects stalled because of policy complexity and poor incentive structures. This inspired Sayan Biswas to build digital platforms that bring together innovators with policymakers, facilitating bold policy making that fast-tracked equitable and scalable clean energy projects.

Sayan Biswas earned his MS in mechanical engineering from the University of Connecticut and his PhD in aerospace engineering from Purdue University. At Purdue, his research in combustion diagnostics and propulsion systems led to numerous publications and national recognition. Sayan Biswas later held research and development roles at Praxair Inc. and Sandia National Laboratories, undertaking experimental research studies on combustion systems and contributing to innovations that improved energy efficiency and reduced emissions. At Sandia, he even developed a plasma igniter that improved fuel economy by 20 percent and supported SBIR market studies that led to millions in venture funding.

Sayan Biswas later moved to the US Department of Energy. There, he developed commercialization strategies for federally funded technologies, accelerating their transition from research to market use. He left in 2025 to start TerraCare Energy and EquiPolicy.

Sayan Biswas is a member of the Institute of Electrical and Electronics Engineers and the American Institute of Aeronautics. He has published many research papers and received multiple awards over his career.
